During the first quarter of 2007, Net Gain Marketing reports that requests for proposal from public sector entities seeking to outsource collection operations yielded approximately $3.2 billion in portfolios available for bidding and eventual servicing. Entities releasing RFPs during the first quarter included well-established receivables management outsourcers such as the State of Missouri and the University of Texas at Austin. New outsourcing opportunities this past quarter included those announced by the City of Alhambra, CA, and the Florida Citizens Property Insurance Corporation.

- ACA International held a conference call on what it takes to become a Federal contractor through the U.S. General Services Administration.
- The CBE Group became the only collection agency to contract with each of the U.S. Department of Education, the Internal Revenue Service, and the Department of the Treasury’s Financial Management Service, with an award of a contract from the latter.
- West Virginia received 17 bids from parties interested in its statewide contract.
- The Jacksonville Electric Authority in Florida awarded a contract to OSI.
- The New York City Health & Hospital Corporation held a pre-bid conference for vendors interested in collecting on its portfolio of $90,000,000.
- Williams & Fudge unseated the incumbent and will collect primary placements for Stephen F. Austin University in Texas, along with Windham Professionals.
